The Chemical and Process Plant Commissioning Handbook, winner of the 2012 Basil Brennan Medal from the Institution of Chemical Engineers, is a guide to converting a newly constructed plant or equipment into a fully integrated and operational process unit. Good commissioning is based on a disciplined, systematic and proven methodology and approach that achieve results in the safest, most efficient, cost effective and timely manner.
The book is supported by detailed, proven and effective commission templates, plus extensive commissioning scenarios that enable the reader to learn the context of good commissioning practice from an experienced commissioning manager. It focuses on the critical safety assessment and inspection regimes necessary to ensure that new plants are compliant with OSHA and environmental requirements. Martin Killcross has brought together the theory of textbooks and technical information obtained from sales literature, in order to provide engineers with what they need to know before initiating talks with vendors regarding equipment selection.

Review
"This handbook for new and experienced commissioning engineers, project managers, and operations managers offers a methodology for commissioning chemical and process plants, which can be used when commissioning a new plant, or for modified equipment in an existing facility, or in a turnaround or overhaul scenario. The handbook takes the approach that commissioning is a series of checks and counter-checks to confirm that the newly constructed chemical plant is fit for purpose and suitable for ongoing operation. The book is divided into sections on preparation, implementation, and close-out, with much information in bullet list format. For each step of the process, the handbook offers worked examples, checklists, and guidance on paperwork. The book also includes about 70 pages of sample blank documents, which can be used to creation commissioning manuals, plus 40 pages of schematics and engineering drawings especially designed to illustrate info in the handbook. Killcross is a commissioning consultant."--Reference and Research Book News, October 2012

This HB provides a complete coverage of Plant Commissioning in an orderly and practical manner, from planning to implementation
By Didaskalex

A chemical plant is an industrial process plant that manufactures chemicals, on a large scale, via the chemical, and physical or biological conversion and/or material separation. Chemical plants use special technology with units, equipment, and control systems to achieve its final product. Worldwide, only a limited list of international contractors are capable of designing and constructing process units, like Bechtel, Fluor, KBR, Lummus, Lurgi, Parsons, and Chiyoda, JCC in Middle and Far East. Contractors could still provide pre & commissioning services, and may support the start up, in coordination with process Licensors.
This guide covers commissioning of chemical process plants, to complement industrial plant/ equipment completion check, prior to plant start up. Pre & commissioning are conducted by, or on behalf of the owner/operator to guarantee that the engineering contractor has fulfilled his contractual obligation towards the mechanical and structural completion of plant facilities. The units are to be turned in a clean tidy condition. The construction is considered complete with the signing of the 'mechanical completion check list', such as API Publication 700. All the activities specified in the Completion Checklist are to be agreed as have been carried out.
This HB offers a complete coverage of the whole activity is an orderly and practical manner, from planning to implementation, and hand over, neatly summarized in Simplified Logic, pp xix.
The conventional start up wisdom proves Killcross hands-on experience, which he acquired with ICI, a World-Class chemical manufacturer, is reflected in 'Safety and Environmental Consideration', followed by Scope of the HB. His approach is the traditional one throughout the industry, but Mr. Killcross underlines the mostly neglected 'Close-out', which includes all the turn over documents, with results of the dry tests and wet commissioning.
In this very orderly treatment, the author starts 'Phase One' with the appointing of the Commissioning Manager, whose selection is left either to the owner/operator or the engg. contractor who may sublet commissioning to specialized teams, in order to keep the transition from construction to operations smooth by performing all detailed activities to minimize start-up delays. Although the audits in the Phase One outline, are out of the HB main scope, being carried by consulting engineers prior to commissioning, including Risk assessment / Hazard study, P&ID reviews, yet he listed all engineering documents as a preparation list guide.
Although, even before any mechanical test is conducted the engg contractor, with licensor or Know-how donor provide operating manuals (Start up, operation, trouble shooting, shut down and emergency shut down) which make the backbone of operator training, the HB listed theirs in addition to training materials preparation, although both are out of the HB scope. I am not going to repeat my self on 'Phase Two' and Three, but the listed documents are very helpful for technicians, or a novice operations engineer, who would eventually go through scheduled and emergency shutdowns, with maintenance work and start ups to follow.

many tests + good documentation
By W Boudville
Killcross describes for chemical engineers the key steps in turning on a chemical plant. From the reading, it appears that much could also apply to an oil refinery. Many of the steps will seem like common sense. Overall, the text is about processes and documents. There is a surfeit of paperwork, and indeed much still seems to exist as hardcopy. Of course, all is primarily for safety.
The processes include checking any mechanical interlocks. Plus also when check valves are used, these invariably have some internal device in the flow stream. There are tests to see if the internal device is actually present, and that it works, and that it is in the correct process flow.
Tests, tests and yet more tests. So to give a flavour, just one page of the text talks about procedures like - fitting locks onto all valves, packing a reactor with catalyst, installing filter media into filters, filling a mill with beads. Other tests include checking that exit routes are clearly identified and illuminated. By the way, if you have ever seen photos of chemical plants at night, they are usually heavily lighted up. One reason is safety, because usually there are personnel deployed at all hours.
The book also gives figures of example check sheets, with stern warnings that such should never be a substitute for actually doing the tests.
A merit of the book is the extensive set of check sheets that are included. Readers should feel free to reproduce those relevant to their operations.

Practical and Well Edited ...
By Dr. E
Chemical and Process Plant Commissioning has proven well worth the investment. Here are some of this text's attributes:
-The author's knowledge and experience is presented in clear, direct language (instead of couched in an onslaught of jargon).
-The charts, graphs, and illustrations are large and support the material (they are not used as "filler" for the text).
-The author is immensely responsible. He addresses nearly every hazard ... and, perhaps more importantly, discusses how to prevent that situation from occurring in the first place. In this sense, the text is extremely proactive.
-The entire fourth chapter is devoted to blank commissioning documents. This is a sage, practical choice. These documents are invaluable to the reader. They could easily be scanned and then manipulated to one's specific needs.
-The extensive appendix provides sample inspection reports, status charts, and a variety of worksheets. Every need is addressed.
The hefty price many prompt potential buyers to look elsewhere. Nonetheless, it is crucial to know that this text is the definitive handbook on chemical and process plant commissioning. And, it may be reassuring to know that the book (itself) has hardcovers, thick paper-stock, and remarkable construction. This is not one of those flimsy, overpriced textbooks you bought as an undergraduate. (Kudos to the publisher for that!)
