Germany and the Causes of the First World War challenges such interpretations, placing new emphasis on the idea that the Reich Chancellor, the German Foreign Office and the Great General Staff were confident that they could win a continental war. This belief in Germany's superiority derived primarily from an assumption of French decline and Russian weakness throughout the period between the turn of the century and the eve of the First World War. Accordingly, Wilhelmine policy-makers pursued offensive policies - at the risk of war at important junctures during the 1900s and 1910s. The author analyses the stereotyping of enemy states, representations of war in peacetime, and conceptualizations of international relations. He uncovers the complex role of ruling elites, political parties, big business and the press, and contends that the decade before the First World War witnessed some critical changes in German foreign policy. By the time of the July crisis of 1914, for example, the perception of enemies had altered, with Russia - the traditional bugbear of the German centre and left - becoming the principal opponent of the Reich. Under these changed conditions, German leaders could now pursue their strategy of brinkmanship, using war as an instrument of policy, to its logical conclusion.

Germany’s Irresponsible Road to War

'Dr. Hewitson (University College London) looks at German domestic and foreign policy in the decade or so before the Great War and finds not “guilt” but much irresponsibility, a failing shared somewhat by most of the Great Powers. Opening with a review of historiography on the subject since Fritz Fischer’s "Germany's Aims in the First World War", Hewitson discusses the roles played by various communities in Germany in developing the political and military decision making that led to the disastrous “blank cheque” of 1914. He examines how often divergent groups (e.g., industrialists, nationalists, parties from left to right, the general public, military institutions and planners, imperialists, and more) gradually came to perceive Germany as being “encircled” by her enemies, losing face and influence. Hewitson points out that from the 1905 First Moroccan Crisis, Germany increasingly resorted to a policy of “brinkmanship,” pushing her enemies to the edge of war in successive crises in the hope of making political or diplomatic gains, only to come away second best in the resulting multi-national conferences, which seemed to depress German influence. So in 1914, perceiving that there was what we today would call only a small “window of opportunity” to assert herself by force before French and Russian military power became overwhelming, Germany resolved to hang tough once again, and the Great War broke out. This is an essential work for anyone interested in the origins of the war.'

Detailed Analysis of the Start of World War I

It seems like history constantly gets re-written to remove any blame from anybody: contrarian or revisionist historians now claim the Holocaust never happened, Japan doesn't teach their young folk anything about the Rape of Nanking. German historians blame everyone but themselves.

Let's face it, the countries of Europe have a history of going to war with each other just to see who gets to be the boss of more territory. In the 1800's von Bismarck was able to play off many parties to create a German nation from the city states and to gain territory from various neighbors. After his death a series of much less competent individuals tried to continue his policies. They pushed too far, the world pushed back, and somewhere around ten million people died.

This book does an excellent job of analyzing the actions of the Reich Chancellor, the German Foreign Office and the Great General Staff as they bumbled along. They wanted a short and victorious war (how often this seems to be what people who start wars want). They got a war that they simply couldn't understand, and began a century of warfare.

This book is an anchor that points out what these people did, not what some people would have you believe.
